Two details in that last row do the commercial work. First, the limits are published by someone other than you, which converts "we pass our own spec" into "we conform to an independent standard." What do the rules actually require (and not require)?
Here is the part many brands get wrong in both directions.
There are no generally applicable federal numeric limits for lead, arsenic, cadmium, or mercury in finished dietary supplements. What federal law requires instead, under FDA's dietary supplement cGMP rule, is that you establish specifications, including "limits on those types of contamination that may adulterate" your product, and verify that finished batches meet them (21 CFR 111.70, 111.75).
